The Government moved to effect major changes in the security forces by appointing, for the first time, a police oversight board and a new prisons boss from outside its ranks.
Criminal Investigations Department boss Isaiah Samuel Osugo is now the new prisons commissioner.
President Kibaki made the announcement on Thursday as the fate of former prisons boss Gilbert Omondi remained unclear.
In a brief statement, the President also appointed former Administration Police commandant George Macgoye a senior deputy commissioner of prisons.Mr Osugo becomes the first regular policeman to head the prisons department.
The police department was first to be headed by an outsider when President Kibaki appointed Major General Hussein Ali from the Kenya army.
Mr Osugo's appointment follows recommendations by a team headed by former Taveta MP Mardsen Madoka that an outsider be appointed to head the prisons department.
The Madoka team was appointed after prison warders boycotted work to protest against poor pay and working conditions.
Prof George Saitoti, the minister for Provincial Administration and Internal Security, appointed the police oversight board through a gazette notice.
Among those in the 10-member board headed by Rev Philip Anyolo are former Law Society of Kenya chairman Ahmednassir Abdullahi, former provincial commissioner Peter Raburu, former deputy commissioner of police Alice Kagunda and Kenya Wildlife Service director Julius Kipng'etich.
The others are Brigadier John Waweru, Dr Pius Akavanga Kigamwa, Ms Jean Njeri Kamau, Mr James Mageria and Major S.M. Muiu.
The board is answerable to the minister and will be required to prepare quarterly reports related to internal security and improvement of the police force.
It will also receive and evaluate complaints from the public against the police, from the police against their colleagues which have not been adequately addressed, hear, determine, monitor and review the complaints and recommend to the police commissioner and the AP commandant the appropriate action to be taken.
The joint secretaries are the director of complaints at police headquarters and the Administration Police complaints desk officer.
